Слънчева буря приближава Земята

imagephp2Земята може да бъде ударена от стихийна космическа буря, причинена от огромна експлозия на повърхността на Слънцето, предупредиха учени.

През почивните дни астрономи от целия свят станаха свидетели на огромен блясък над слънчево петно с големината на Земята, което, според тях, е причинено от още по-голямо изригване на повърхността на Слънцето.

Въпросната експлозия насочва право към Земята частици с електрически заряд.

Според експерти и астрономи, вълните ще достигнат планетата ни в сряда сутринта и ще се сблъскат с магнитното поле, което предпазва Земята.

Очаква се да се получи зрелищно цветно светлинно шоу, видимо за жителите на север от 41-вия паралел, подобно на Северното сияние - вълнообразни червеникави или зеленикави светлини.

Слънчевите изригвания понякога изместват Северното сияние на юг, като има регистрирани случаи, при които то е забелязвано дори в Колорадо.

Това е първата голяма експлозия, насочена към Земята, от доста време, казват астрономите.

За щастие обаче изригването не е чак толкова силно, че да повлияе на сателитите, електопреносните мрежи или самолетите.

Bulgarian Social Security Head Assuages Retirement Fears

The Director of the Bulgarian National Social Security Institute (NOI), Hristina Mitreva, declares fears that the state will run out of money for retirement pensions are unfounded.

Mitreva spoke Tuesday in an interview for the Bulgarian National Television (BNT), pointing out that despite the fact there will be funds for retirees, the balance of the social security system is hanging on a thread and there is an urgent need of measures to counter the danger.

The NOI Director stressed that in times of economic crisis the trust in all institutions goes down, but a consensus between the cabinet, the employers and the labor unions regarding  the retirement reform is a must.

Mitreva rejected accusations polls showing Bulgarians approve the intention of the cabinet to increase the years of service required for retirements are biased and ordered by the government to serve its interests. She says the respondents have taken part in round tables dedicated to the retirement reform and represent all social groups.

The Center for Economic Development has announced its forecast that Bulgaria will overcome the economic crisis at the end of 2010 or at the beginning of 2011 the earliest.

According to the experts’ report, announced Monday, the economy of the country has shrunk by 1% in the second trimester, in comparison to the first trimester, when the compression has been 3,6%.

The Center has criticized the macro framework of the state budget, according to which Bulgaria’s GDP will grow by 3,6% in the next year. The experts have been firm that this is a very optimistic forecast, which could be risky for the 2011 state budget.

The report has also stated that during the second trimester Bulgaria has experienced a raise in the manufacturing and a slowdown of the drop in the services, trade and construction.

“The domestic consumption has remained low due to the delayed salaries and pensions, as well as the still high unemployment. The lack of enough sectors, producing for export, as well as the drop of the foreign investments in the country, are the main reasons for forecasting the decline of the economy,” said Georgi Prohaski, head of the Center for Economic Development.

Prohaski has explained that despite showing some separate signs for improving, the recovery of the Bulgarian economy is slowing down. He added that economic growth in the country could be experienced in the last trimester of the year, or rather the first trimester of 2011 the earliest.

“The probability for having an economic growth of more than 1,5-2% for the next year is very low. This was the reason for our critics towards the 2011 state budget framework because it puts at risk the stability of the budget,” he said.

According to the him, insurance fees should not go up before 2012, when the country will finally overcome the economic crisis.

Prohaski has also called upon the government to not lose its goal for entering the euro zone because, in his words, this is the only tool for a permanent support for the businesses in Bulgaria.

There are indications that the Northern Bulgarian highway Hemus could be funded with money from the European Regional Development Fund (ERDF) after 2014.

The talks for this funding between the Bulgarian government and the EU institutions are in a very early phase, announced the Bulgarian Regional Development Minister Rosen Plevneliev as quoted by the 24 Chasa Daily.

“It is going to be very hard to justify this funding but no one has snubbed our demands. We currently have EUR 250 M for 36 sections of second- and third-class roads from the Regional Development Operational Program. What would be the problem to have fewer second- and third-class road sections for the next period 2014-2020 and to built the Hemus Highway with this money instead? What is more, why would be the problem to expand the program for Bulgaria, to make it BGN 1 B or EUR 1 B for the next period? Brussels told us that we are defining our priorities but that we also have to justify them, and to make them sustainable,” Plevneliev reasoned.

In his words, this idea would be problematic only if Bulgaria gets a total of BGN 1.6 B under the Regional Development Program for 2014-2020, and the construction of the Hemus Highway costs BGN 1.2 B. Pouring almost all of the money into the highway would cause violent protests on part of the Bulgarian municipalities, Plevneliev predicts, which is why his idea is to use only some of the future EU Regional Development money for funding Hemus.

In his words, the best option would be to build the section from Sofia to Veliko Tarnovo in Central Northern Bulgaria with ERDF money, and to complete the rest with other mechanisms – such as a state-guaranteed investment loan.

Plevneliev has also pointed out that Bulgaria must score perfectly on absorbing the currently allocated to it EU money for regional development in order to be able to demand a greater sum for the next financial framework 2014-2020.

He said he has warned the Brussels institutions that Bulgaria will be demanding four times money under the operational programs – about EUR 4 B under the Transport Operational Program, and EUR 1 B under the Regional Development Program.

“It will be a great gesture on part of the European Union to provide us with money for highways and roads for the next financial period 2014-2020 because the EU is envisaging money for innovation and energy efficiency. Otherwise there would be no way that I could justify our demands for money for highways. What would I say? That the Hemus Highway is energy efficient? And yet, Brussels is ready to provide us with funding for it,” explained Bulgaria’s Regional Development Minister.

Of the several major highway projects in Bulgaria, the Hemus Highway is the only one that is located entirely in Northern Bulgaria. Only 151 km of the 433 km of the highway that is supposed to connect Sofia with Varna on the Black Sea coast have been completed. The completed sections are from Sofia to Yablanitsa and from Shumen to Varna.

ГЕРБ ще сезира прокуратурата и европейските институцииза заменките на гори.

Ще бъде наложен незабавен мораториум върху промяната на предназначението на вече заменените гори, за да не могат те да бъдат изсечени и застроени. Това съобщиха още от ГЕРБ на пресконференция.

Партия възнамерява да извърши независим икономически и екологичен анализ за оценката на щетите, понесени от държавата след процедури на заменки. За да бъдат защитени държавните и публичните интереси в горския сектор, ГЕРБ ще предложи нов законодателен пакет.

По данни, представени от ГЕРБ, за периода 16 януари - 23 януари 2009 са подписани 47 заменки, като само в последния ден - на 23 януари те са 25.
Припомняме, забраната бе гласувана от Народното събрание в средата на януари месец.
Цялата площ на заменените през този период горе е 3443 дка., а средната цена по държавна оценка е 8.09 за квадратен метър.

Това означава, че да 6 работни дни Държавната агенция по горите е замениха повече площи отколкото през цялата 2006 година.
От края на април 2008 година до влизането в сила на забраната, БСП са заменили 2.5 пъти повече гори от колкото ДПС за 7 години, коментираха от ГЕРБ.

Според оценка на неправителствена организация щетите нанеси на държавата от непазарната процедура по замяна на гори, са между 4 и 8 милиарда лева.

Според доцент Георги Костов, в Лесотехническия университет предстои подробен експертен анализ на заменените гори по всяка една конкретна сделка и тогава ще стане ясен размера на кражбата на природа. Той поясни, че има предвид обществените загуби по отношение на биоразнообразие, естетически, защитни и други функции на заменените и в последствие унищожени гори.

Костов съобщи, че според отчета на Държавната агенция по горите, през изминалата 2008 година са залесени малко над 40 000 дка. нови гори, които не могат да компенсират само площите на пострадалите от пожари гори, които са над 52 хиляди дка.

Според „За да остане природа в България” мрежата НАТУРА 2000 съществува само на хартия - до толкова бизнесът вече е настъпил в нейната територия.

По думите на Стефан Аврамов от организацията отражението от заменките на гори върху мрежата НАТУРА 2000 се изразява в милиарди загуби за икономиката и безвъзвратно унищожаване на природата. Като най-фрапантни примери от последните години той посочи случващото се в района на Калиакра и Балчик.

Според Аврамов освен всичко друго като последици България ще понесе и санкции то страна на ЕК, вероятно в размер на стотици милиони, тъй като нарушенията много.

ЕК действа бавно, тя разпределя наказанията така, че да дойдат в следващия мандат, коментира Аврамов.
